On July 23, 2024, Commerce tolled certain deadlines in this administrative proceeding by seven days. <SU>3</SU> <FTREF/> The deadline for the final results of this administrative review is now August 9, 2024. <FTNT> <SU>1</SU>   <E T="03">See Forged Steel Fluid End Blocks from Germany: Preliminary Results of Antidumping Duty Administrative Review and Rescission, in Part; 2022,</E> 89 FR 8409 (February 7, 2024) ( <E T="03">Preliminary Results</E> ). </FTNT> <FTNT> <SU>2</SU>   <E T="03">See</E> Memorandum, “Decision Memorandum for the Final Results of the Antidumping Duty Administrative Review of Forged Steel Fluid End Blocks from Germany; 2022,” dated concurrently with, and hereby adopted by, this notice (Issues and Decision Memorandum). </FTNT> <FTNT> <SU>3</SU>   <E T="03">See</E> Memorandum, “Tolling of Deadlines for Antidumping and Countervailing Duty Proceedings,” dated July 22, 2024. </FTNT> <HD SOURCE="HD1">Scope of the Order</HD> The merchandise subject to the <E T="03">Order</E> is fluid end blocks from Germany. <SU>4</SU> <FTREF/> For a complete description of the scope of the <E T="03">Order, see</E> the Issues and Decision Memorandum. <FTNT> <SU>4</SU>   <E T="03">See Forged Steel Fluid End Blocks from the Federal Republic of Germany and Italy: Amended Final Antidumping Duty Determination for the Federal Republic of Germany and Antidumping Duty Orders,</E> 86 FR 7528 (January 29, 2021) ( <E T="03">Order</E> ). </FTNT> <HD SOURCE="HD1">Analysis of Comments Received</HD> All issues raised in the case and rebuttal briefs filed by parties in this review are listed in an appendix to this notice and addressed in the Issues and Decision Memorandum. The Issues and Decision Memorandum is a public document and is on file electronically via Enforcement and Compliance's Antidumping and Countervailing Duty Centralized Electronic Service System (ACCESS). ACCESS is available to registered users at <E T="03">https://access.trade.gov.</E> In addition, a complete version of the Issues and Decision Memorandum can be accessed directly at <E T="03">https://access.trade.gov/public/FRNoticesListLayout.aspx.</E> <HD SOURCE="HD1">Changes Since the Preliminary Results</HD> Commerce evaluated the comments in the case and rebuttal briefs and record evidence and made no changes from the <E T="03">Preliminary Results.</E> For a discussion of the comments, <E T="03">see</E> the Issues and Decision Memorandum. <HD SOURCE="HD1">Final Results of Review</HD> Commerce determines that the following estimated weighted-average dumping margins exist for the period January 1, 2022, through December 31, 2022: <GPOTABLE COLS="2" OPTS="L2,tp0,i1" CDEF="s25,9"> <TTITLE> </TTITLE> <CHED H="1">Producer/exporter</CHED> <ENT I="01">BGH Edelstahl Siegen GmbH</ENT> <ENT>19.96</ENT> </ROW> </GPOTABLE> <HD SOURCE="HD1">Disclosure</HD> Normally, Commerce will disclose the calculations performed in connection with the final results to parties in this proceeding within five days of the date of public announcement, in accordance with 19 CFR 351.224(b). However, because we have made no changes from the <E T="03">Preliminary Results,</E> there are no new calculations to disclose. <HD SOURCE="HD1">Assessment Rates</HD> Pursuant to section 751(a)(2)(C) of the Act and 19 CFR 351.212(b), Commerce shall determine, and CBP shall assess, antidumping duties on all appropriate entries of subject merchandise in accordance with the final results of this review. For BGH Edelstahl Siegen GmbH (BGH), the sole producer/exporter subject to this review, whose weighted-average dumping margin is above <E T="03">de minimis,</E> we calculated importer-specific <E T="03">ad valorem</E> duty assessment rates by dividing the total amount of antidumping duties calculated for the examined sales to each importer by the value of the examined sales to that importer pursuant to 19 CFR 351.212(b)(1). Commerce intends to issue assessment instructions to CBP no earlier than 35 days after the date of publication of these final results in the <E T="04">Federal Register</E> . If a timely summons is filed at the U.S. Court of International Trade, the assessment instructions will direct CBP not to liquidate relevant entries until the time for parties to file a request for a statutory injunction has expired ( <E T="03">i.e.,</E> within 90 days of publication). <HD SOURCE="HD1">Cash Deposit Requirements</HD> The following cash deposit requirements will be effective for all shipments of the subject merchandise entered, or withdrawn from warehouse, for consumption on or after the publication date of the final results of this administrative review, as provided by section 751(a)(2)(C) of the Act: (1) the cash deposit rate for BGH will be that established in these final results; (2) for previously investigated or reviewed companies not covered by this review, the cash deposit rate will continue to be the company-specific cash deposit rate published for the most recently completed segment of this proceeding in which the company participated; (3) if the exporter is not a firm covered in this review, a prior review, or the investigation of sales at less than fair value (LTFV), but the producer is, then the cash deposit rate will be the rate established for the most recently completed segment of this proceeding for the producer of the merchandise; and (4) the cash deposit rate for all other producers or exporters will continue to be 4.79 percent, the all-others rate established in the LTFV investigation. <SU>5</SU> <FTREF/> These cash deposit requirements, when imposed, shall remain in effect until further notice. <FTNT> <SU>5</SU>   <E T="03">See Order,</E> 86 FR at 7530. </FTNT> <HD SOURCE="HD1">Notification to Importers</HD> This notice serves as a final reminder to importers of their responsibility under 19 CFR 351.402(f)(2) to file a certificate regarding the reimbursement of antidumping and/or countervailing duties prior to liquidation of the relevant entries during this POR. Failure to comply with this requirement could result in Commerce's presumption that reimbursement of antidumping and/or countervailing duties has occurred and the subsequent assessment of double antidumping duties, and/or an increase in the amount of antidumping duties by the amount of countervailing duties. <HD SOURCE="HD1">Notification Regarding Administrative Protective Order</HD> This notice also serves as a reminder to parties subject to administrative protective order (APO) of their responsibility concerning the return or destruction of proprietary information disclosed under APO in accordance with 19 CFR 351.305(a)(3), which continues to govern business proprietary information in this segment of the proceeding. Timely written notification of the return or destruction of APO materials or conversion to judicial protective order is hereby requested.
