For these final results, Commerce continues to find that Borusan Birleşik Boru Fabrikalari Sanayi ve Ticaret A.S. (Borusan Boru) is the successor-in-interest to Borusan Mannesmann Boru Sanayi ve Ticaret A.S. For a complete description of the scope of each of these <E T="03">Orders, see</E> the <E T="03">Preliminary Results.</E> <SU>5</SU> <FTREF/> <FTNT> <SU>5</SU>   <E T="03">See Preliminary Results,</E> 89 FR at 73376-73377. </FTNT> <HD SOURCE="HD1">Analysis of Comments Received</HD> We addressed the comments received in these CCRs in the Issues and Decision Memorandum. A list of the issues addressed in the Issues and Decision Memorandum is included in the Appendix. The Issues and Decision Memorandum is a public document and is on file electronically via Enforcement and Compliance's Antidumping and Countervailing Duty Centralized Electronic Service System (ACCESS). ACCESS is available to registered users at <E T="03">https://access.trade.gov.</E> In addition, a complete version of the Issues and Decision Memorandum can be accessed directly at <E T="03">https://access.trade/gov/public/FRNoticesListLayout.aspx.</E> <HD SOURCE="HD1">Changes Since the Preliminary Results</HD> Based on our analysis of the comments received, we revised the effective date of these CCRs. For further discussion, <E T="03">see</E> the Issues and Decision Memorandum. <HD SOURCE="HD1">Final Results of Changed Circumstances Reviews</HD> For the reasons stated in the <E T="03">Preliminary Results,</E> Commerce continues to find that Borusan Boru is the successor-in-interest to BMB. As a result, we determine that Borusan Boru should receive the cash deposit rate previously assigned to the Borusan Mannesmann for merchandise subject to the <E T="03">Standard Pipe AD Order</E> and <E T="03">Welded Line Pipe AD Order.</E> Consequently, Commerce will instruct U.S. Customs and Border Protection (CBP) to collect cash deposits and suspend liquidation of all shipments of subject merchandise subject to the <E T="03">Standard Pipe AD Order</E> and <E T="03">Welded Line Pipe AD Order</E> produced or exported by Borusan Boru and entered, or withdrawn from warehouse, for consumption on or after November 13, 2023, at the rate assigned to BMB. <SU>6</SU> <FTREF/> Further, Commerce will instruct CBP that Borusan Boru is entitled to its predecessor's exclusions from the <E T="03">OCTG AD Order</E> and <E T="03">LDWP AD Order</E> for entries of subject merchandise produced and exported by Borusan Boru. Lastly, these cash deposit requirements shall remain in effect until further notice. <FTNT> <SU>6</SU>  The current rate for BMB in the <E T="03">Standard Pipe AD Order</E> is 5.27 percent. <E T="03">See Circular Welded Carbon Steel Standard Pipe and Tube Products from Turkey: Final Results of Antidumping Duty Administrative Review; 2021-2022,</E> 88 FR 85592, 85593 (December 9, 2023).
