Banks, Bleckley, Dawson, Decatur, Franklin, Gilmer, Greene, Habersham, Hart, Jackson, Jasper, Lamar, Lumpkin, Madison, Morgan, Oglethorpe, Pike, Putnam, Stephens, White, and Wilkes Counties for Public Assistance, including direct Federal assistance. Butts, Elbert, Hancock, and Rabun Counties for Public Assistance, including direct Federal assistance (already designated for Individual Assistance).
