This final rule raised, in accordance with existing regulation, the liability limits for denied boarding compensation that U.S. and foreign air carriers may impose from the current figures of $775 and $1,550 to $1,075 and $2,150. The final rule also raised the liability limit U.S. carriers may impose for mishandled baggage in domestic air transportation from the current amount of $3,800 to $4,700. This final rule became effective on January 22, 2025. On January 20, 2025, the President issued a memorandum titled “Regulatory Freeze Pending Review,”  <SU>1</SU> <FTREF/> to direct executive departments and agencies to consider postposing for 60 days the effective date for any rules that had been published in the <E T="04">Federal Register</E> but had not taken effect for the purpose of reviewing any questions of fact, law, and policy that the rules may raise. While not explicitly subject to the President's memorandum, DOT is providing notice that it will exercise its enforcement discretion and not enforce the provisions of the “Periodic Revisions to Denied Boarding Compensation and Domestic Baggage Liability Limits” final rule until March 20, 2025, to allow the officials appointed or designated by the President to review the final rule to ensure that it is consistent with the law and Administration policies. <FTNT> <SU>1</SU>  90 FR 8249 (January 28, 2025). </FTNT> <SIG> Issued in Washington, DC, under authority delegated in 49 CFR 1.27(a): <NAME>Gregory D.
