For a full description of the scope, <E T="03">see</E> the Preliminary Decision Memorandum. <SU>7</SU> <FTREF/> <FTNT> <SU>7</SU>   <E T="03">See</E> Memorandum, “Decision Memorandum for Preliminary Results of the Antidumping Duty Administrative Review of Large Diameter Welded Pipe from the Republic of Korea; 2023-2024,” dated concurrently with, and hereby adopted by, this notice (Preliminary Decision Memorandum). </FTNT> <HD SOURCE="HD1">Methodology</HD> Commerce is conducting this administrative review in accordance with section 751(a) of the Act. Constructed export price is calculated in accordance with section 772 of the Act. NV is calculated in accordance with section 773 of the Act. For a full description of the methodology underlying these preliminary results, <E T="03">see</E> the Preliminary Decision Memorandum. A list of topics included in the Preliminary Decision Memorandum is provided in Appendix I. The Preliminary Decision Memorandum is a public document and is on file electronically via Enforcement and Compliance's Antidumping and Countervailing Duty Centralized Electronic Service System (ACCESS). ACCESS is available to registered users at <E T="03">https://access.trade.gov.</E> In addition, a complete version of the Preliminary Decision Memorandum can be accessed at <E T="03">https://access.trade.gov/public/FRNoticesListLayout.aspx.</E> <HD SOURCE="HD1">Rate for Non-Selected Companies</HD> The Act and Commerce's regulations do not address the establishment of a weighted-average dumping margin to be determined for companies not selected for individual examination when Commerce limits its examination in an administrative review pursuant to section 777A(c)(2) of the Act. Generally, Commerce looks to section 735(c)(5) of the Act, which provides instructions for calculating the all-others rate in an investigation, for guidance when determining the weighted-average dumping margin for companies which were not selected for individual examination in an administrative review. Under section 735(c)(5)(A) of the Act, the all-others rate is normally “an amount equal to the weighted average of the estimated weighted average dumping margins established for exporters and producers individually investigated, excluding any zero and <E T="03">de minimis</E> margins, and any margins determined entirely {on the basis of facts available}.” Where the rates for the individually examined companies are all zero, <E T="03">de minimis,</E> or determined entirely using facts available, section 735(c)(5)(B) of the Act instructs that Commerce “may use any reasonable method to establish the estimated all-others rate for exporters and producers not individually investigated, including averaging the estimated weighted average dumping margins determined for the exporters and producers individually investigated.” One such reasonable method is to weight average the zero and <E T="03">de minimis</E> rates, and the rates determined entirely pursuant to facts available. In fact, the SAA states that this is the “expected” method in such circumstances. <SU>8</SU> <FTREF/> <FTNT> <SU>8</SU>   <E T="03">See</E> Statement of Administrative Action Accompanying the Uruguay Round Agreements Act, H.R. Doc. 103-316, vol. 1 (1994) (SAA) at 873. </FTNT> In this review, we have preliminarily calculated a weighted-average dumping margin for each of the mandatory respondents, Hyundai Steel Company (Hyundai Steel)/Hyundai Steel Pipe Co., Ltd. (HSP)  <SU>9</SU> <FTREF/> and SeAH Steel Corporation (SeAH), that is zero percent. Accordingly, we preliminarily assign to the non-selected companies a dumping margin of zero percent consistent with section 735(c)(5)(B) of the Act. <FTNT> <SU>9</SU>  On November 14, 2024, Commerce determined that HSP is the successor-in-interest to Hyundai Steel. <E T="03">See Circular Welded Non-Alloy Steel Pipe From the Republic of Korea; Certain Oil Country Tubular Goods From the Republic of Korea; Welded Line Pipe From the Republic of Korea; and Large Diameter Welded Pipe From the Republic of Korea: Notice of Final Results of Antidumping Duty Changed Circumstances Reviews,</E> 89 FR 89962 (November 14, 2024). </FTNT> <HD SOURCE="HD1">Preliminary Results of the Review</HD> We preliminarily determine that the following estimated weighted-average dumping margins exist for the period May 1, 2023, through April 30, 2024: <FTREF/> <FTNT> <SU>10</SU>   <E T="03">See</E> Appendix II. </FTNT> <GPOTABLE COLS="2" OPTS="L2,nj,tp0,i1" CDEF="s25,9"> <TTITLE> </TTITLE> <CHED H="1">Exporter and/or producer</CHED> <ENT I="01">Hyundai Steel Company/Hyundai Steel Pipe Co., Ltd</ENT> <ENT>0.00</ENT> </ROW> <ROW> <ENT I="01">SeAH Steel Corporation</ENT> <ENT>0.00</ENT> </ROW> <ROW> <ENT I="01"> Non-Examined Companies  <ENT>0.00</ENT> </ROW> </GPOTABLE> <HD SOURCE="HD1">Disclosure</HD> Commerce intends to disclose to interested parties the calculations performed for these preliminary results within five days of any public announcement or, if there is no public announcement, within five days of the date of publication of this notice in the <E T="04">Federal Register</E> , in accordance with 19 CFR 351.224(b). <HD SOURCE="HD1">Public Comment</HD> Case briefs or other written comments may be submitted to the Assistant Secretary for Enforcement and Compliance.
