ENVIRONMENTAL PROTECTION AGENCY <CFR>40 CFR Part 98</CFR> <DEPDOC>[EPA-HQ-OAR-2025-0186; FRL-12720-01-OAR]</DEPDOC> <RIN>RIN 2060-AW76</RIN> <SUBJECT>Reconsideration of the Greenhouse Gas Reporting Program</SUBJECT> <HD SOURCE="HED">AGENCY:</HD> Environmental Protection Agency (EPA). <HD SOURCE="HED">ACTION:</HD> Proposed rule. <SUM> <HD SOURCE="HED">SUMMARY:</HD> The U.S. Environmental Protection Agency (EPA) is proposing to amend the Greenhouse Gas Reporting Program (GHGRP) to remove program obligations for most source categories, including the distribution segment of the petroleum and natural gas systems source category (subpart W—Petroleum and Natural Gas Systems), and suspend program obligations for the remaining subpart W segments until reporting year 2034. </SUM> <EFFDATE> <HD SOURCE="HED">DATES:</HD> <E T="03">Comments.</E> Comments must be received on or before November 3, 2025. Comments on the information collection provisions submitted to the Office of Management and Budget (OMB) under the Paperwork Reduction Act (PRA) are best assured of consideration by OMB if OMB receives a copy of your comments on or before October 16, 2025. <E T="03">Public hearing.</E> The EPA will conduct a virtual public hearing on October 1, 2025. The hearing will convene at 8:00 a.m. Eastern Time (ET) and will conclude at 6:00 p.m. ET. The EPA may close the hearing 15 minutes after the last pre-registered speaker has testified if there are no additional speakers. The EPA will provide further information about the hearing on its website at: <E T="03">www.epa.gov/ghgreporting.</E> The EPA will begin pre-registering speakers for the hearing no later than October 1, 2025. To register to speak at the virtual hearing, please use the online registration form available at <E T="03">www.epa.gov/ghgreporting</E> or contact us by email at <E T="03">GHGReporting@epa.gov.</E> The last day to pre-register to speak at the hearing will be September 29, 2025. On September 30, 2025, the EPA will post a general agenda that will list pre-registered speakers in approximate order at: <E T="03">www.epa.gov/ghgreporting.</E> The EPA will make every effort to follow the schedule as closely as possible on the day of the hearing; however, please plan for the hearings to run either ahead of schedule or behind schedule. Each commenter will have 4 minutes to provide oral testimony. The EPA encourages commenters to provide the EPA with a copy of their oral testimony electronically (via email) by emailing it to <E T="03">GHGReporting@epa.gov.</E> The EPA also recommends submitting the text of your oral testimony as written comments to the rulemaking docket. The EPA may ask clarifying questions during the oral presentations but will not respond to the presentations at that time. Written statements and supporting information submitted during the comment period will be considered with the same weight as oral testimony and supporting information presented at the public hearing. Please note that any updates made to any aspect of the hearing will be posted online at <E T="03">www.epa.gov/ghgreporting.</E> While the EPA expects the hearing to go forward as set forth above, please monitor our website or contact us by email at <E T="03">GHGReporting@epa.gov</E> to determine if there are any updates. The EPA does not intend to publish a document in the <E T="04">Federal Register</E> announcing updates. If finalized, these proposed revisions would affect entities that submit annual greenhouse gas (GHG) reports pursuant to the GHGRP (40 CFR part 98). Entities that would be affected by this action are owners or operators of facilities that are direct emitters or suppliers of GHGs or that sequester carbon dioxide (CO <E T="52">2</E> ) gas underground.
