The Commission does not intend to issue final rules with respect to these proposals. Background</HD> The Commission is withdrawing the proposed rulemaking documents described below. The Commission does not intend to issue final rules with respect to these proposals. Withdrawal of Proposed Rules</HD> The Commission is withdrawing these proposals because, as noted above, the Commission no longer intends to issue final rules with respect to these proposals.
