For a complete description of the scope of this investigation, <E T="03">see</E> the appendix to this notice. <HD SOURCE="HD1">Scope Comments</HD> No interested party commented on the scope of the investigation as it appeared in the <E T="03">Preliminary Determination.</E> Therefore, no changes were made to the scope of the investigation. <HD SOURCE="HD1">Verification</HD> As provided in section 782(i) of the Tariff Act of 1930, as amended (the Act), in June 2025, we conducted verification of information submitted by Three-Color Stone Stationery (Cambodia) Co., Ltd. (TCS) for use in our final determination. We used standard verification procedures, including an examination of relevant accounting records and original source documents provided by TCS. <SU>6</SU> <FTREF/> <FTNT> <SU>6</SU>   <E T="03">See</E> Memoranda, “Verification of the Sales Responses of Three-Color Stone Stationery (Cambodia) Co., Limited in the Less-Than-Fair-Value Investigation of Paper File Folders from Cambodia,” dated August 4, 2025; and “Verification of the Cost Response of Three-Color Stone Stationery (Cambodia) Co., Limited in the Less-Than-Fair-Value Investigation of Paper File Folders from Cambodia,” dated August 14, 2025. </FTNT> <HD SOURCE="HD1">Changes Since the Preliminary Determination</HD> As noted above, we have incorporated certain changes in our final margin calculations for TCS. Specifically, we are: (1) relying on a revised cost database submitted by TCS following the <E T="03">Preliminary Determination,</E> and (2) revising TCS's general and administrative expense ratio to include certain expenses related to other non-operating expenses as a result of a finding made during our cost verification. We are making no other changes from the <E T="03">Preliminary Determination.</E> For a discussion of these changes, <E T="03">see</E> the TCS Final Analysis Memorandum. <HD SOURCE="HD1">Final Determination</HD> Commerce determines that the following estimated weighted-average dumping margin exists: <GPOTABLE COLS="3" OPTS="L2,tp0,i1" CDEF="s100,16,16"> <TTITLE> </TTITLE> <CHED H="1">Producer/exporter</CHED> <CHED H="1"> Weighted-average Three-Color Stone Stationery (Cambodia) Co., Ltd./Three-Color Stone Manufacture Limited  <SU>7</SU> </ENT> <ENT>0.00</ENT> <ENT>Not Applicable.</ENT> </ROW> </GPOTABLE> Commerce has not calculated an estimated weighted-average dumping margin for all other producers and exporters pursuant to sections 735(c)(1)(B) and (c)(5) of the Act, because it has not made an affirmative final determination of sales at LTFV. <FTREF/> <FTNT> <SU>7</SU>   <E T="03">See</E> Memorandum, “Single-Entity Analysis for Three-Color Stone Stationery (Cambodia) Co., Ltd. and Affiliated Companies,” dated May 21, 2025 (Single Entity Analysis Memo). As discussed in the Single Entity Analysis Memo, Commerce determined that TCS and Three-Color Stone Manufacture Limited constitute a single entity. </FTNT> <HD SOURCE="HD1">Disclosure</HD> Commerce intends to disclose the calculations performed in connection with this final determination to interested parties within five days of any public announcement or, if there is no public announcement, within five days of the date of publication of this notice in the <E T="04">Federal Register</E> , in accordance with 19 CFR 351.224(b). <HD SOURCE="HD1">Suspension of Liquidation</HD> In the <E T="03">Preliminary Determination,</E> we calculated an estimated weighted-average dumping margin for TCS that was zero percent and, therefore, we did not suspend liquidation of entries of paper file folders from Cambodia.8 Because Commerce has made a negative final determination of sales at LTFV, we will not direct U.S. Customs and Border Protection to suspend liquidation or to require cash deposits of estimated antidumping duties for entries of paper file folders from Cambodia. <HD SOURCE="HD1">U.S. International Trade Commission (ITC) Notification</HD> In accordance with section 735(d) of the Act, Commerce will notify the ITC of its negative final determination of sales at LTFV. Because the final determination is negative, this proceeding is terminated in accordance with section 735(c)(2) of the Act. <HD SOURCE="HD1">Administrative Protective Order (APO)</HD> This notice will serve as the only reminder to parties subject to an APO of their responsibility concerning the destruction of proprietary information disclosed under APO, in accordance with 19 CFR 351.305(a)(3). Timely written notification of the return or destruction of APO materials or conversion to judicial protective order is hereby requested. Failure to comply with the regulations and terms of an APO is a violation which is subject to sanction. <HD SOURCE="HD1">Notification to Interested Parties</HD> This determination is issued and published pursuant to sections 735(d) and 777(i) of the Act, and 19 CFR 351.210(c). <SIG> <DATED>Dated: December 18, 2025.</DATED> <NAME>Christopher Abbott,</NAME> Deputy Assistant Secretary for Policy and Negotiations, performing the non-exclusive functions and duties of the Assistant Secretary for Enforcement and Compliance. </SIG> <HD SOURCE="HED">Appendix</HD> <HD SOURCE="HD1">Scope of the Investigation</HD> The products within the scope of this investigation are file folders consisting primarily of paper, paperboard, pressboard, or other cellulose material, whether coated or uncoated, that has been folded (or creased in preparation to be folded), glued, taped, bound, or otherwise assembled to be suitable for holding documents. The scope includes all such folders, regardless of color, whether or not expanding, whether or not laminated, and with or without tabs, fasteners, closures, hooks, rods, hangers, pockets, gussets, or internal dividers. The term “primarily” as used in the first sentence of this scope means 50 percent or more of the total product weight, exclusive of the weight of fasteners, closures, hooks, rods, hangers, removable tabs, and similar accessories, and exclusive of the weight of the packaging. Subject folders have the following dimensions in their folded and closed position: lengths and widths of at least 8 inches and no greater than 17 inches, regardless of depth.
