Due to the receipt of an adverse comment, the Environmental Protection Agency (EPA) is withdrawing the November 20, 2025, direct final rule approving an element of a State
Implementation Plan (SIP) submission from Michigan regarding the infrastructure requirements of section 110 of the Clean Air Act (CAA) for the 2015 ozone National Ambient Air Quality Standards (NAAQS).

<HD SOURCE="HED">SUPPLEMENTARY INFORMATION:</HD>
In the direct final rule, EPA stated that if adverse comments were submitted by December 22, 2025, the rule would be withdrawn and not take effect. On December 4, 2025, EPA received a comment. EPA believes this comment is adverse and, therefore, EPA is withdrawing the direct final rule. EPA will address the comment in a subsequent final action based upon the proposed action also published on November 20, 2025 (90 FR 52311). EPA will not institute a second comment period on this action.
