<NOTICE> DEPARTMENT OF COMMERCE <SUBAGY>International Trade Administration</SUBAGY> <DEPDOC>[A-570-918]</DEPDOC> <SUBJECT>Steel Wire Garment Hangers From the People's Republic of China: Continuation of Antidumping Duty Order</SUBJECT> <HD SOURCE="HED">AGENCY:</HD> Enforcement and Compliance, International Trade Administration, Department of Commerce. <SUM> <HD SOURCE="HED">SUMMARY:</HD> As a result of the determinations by the U.S. Department of Commerce (Commerce) and the U.S. International Trade Commission (ITC) that revocation of the antidumping duty (AD) order on steel wire garment hangers (hangers) from the People's Republic of China (China) would likely lead to the continuation or recurrence of dumping, and material injury to an industry in the United States, Commerce is publishing a notice of continuation of this AD order. </SUM> <DATES> <HD SOURCE="HED">DATES:</HD> Applicable January 31, 2025. </DATES> <FURINF> <HD SOURCE="HED">FOR FURTHER INFORMATION CONTACT:</HD> Kabir Archuletta, AD/CVD Operations, Office V, Enforcement and Compliance, International Trade Administration, U.S. Department of Commerce, 1401 Constitution Avenue NW, Washington, DC 20230; telephone: 202-482-2593. </FURINF> <SUPLINF> <HD SOURCE="HED">SUPPLEMENTARY INFORMATION:</HD> <HD SOURCE="HD1">Background</HD> On October 6, 2008, Commerce published the AD order on hangers from China. <SU>1</SU> <FTREF/> On July 1, 2024, the ITC instituted, <SU>2</SU> <FTREF/> and Commerce initiated, pursuant to section 751(c) of the Tariff Act of 1930, as amended (the Act). As a result of its review, Commerce determined that revocation of the <E T="03">Order</E> would likely lead to the continuation or recurrence of dumping and, therefore, notified the ITC of the magnitude of the margins of dumping likely to prevail should the <E T="03">Order</E> be revoked. <SU>4</SU> <FTREF/> <FTNT> <SU>1</SU>   <E T="03">See Notice of Antidumping Duty Order: Steel Wire Garment Hangers from the People's Republic of China,</E> 73 FR 58111 (October 6, 2008) ( <E T="03">Order</E> ). </FTNT> <FTNT> <SU>2</SU>   <E T="03">See Steel Wire Garment Hangers from China; Institution of a Five-Year Review,</E> 89 FR 54519 (July 1, 2024). </FTNT> <FTNT> <SU>3</SU>   <E T="03">See Initiation of Five-Year (Sunset) Reviews,</E> 89 FR 54435 (July 1, 2024). </FTNT> <FTNT> <SU>4</SU>   <E T="03">See Steel Wire Garment Hangers from the People's Republic of China: Final Results of the Expedited Third Sunset Review of the Antidumping Duty Order,</E> 89 FR 88956 (November 12, 2024), and accompanying Issues and Decision Memorandum. </FTNT> On January 31, 2025, the ITC published its determination, pursuant to sections 751(c) and 752(a) of the Act, that revocation of the <E T="03">Order</E> would likely lead to a continuation or recurrence of material injury to an industry in the United States within a reasonably foreseeable time. <SU>5</SU> <FTREF/> <FTNT> <SU>5</SU>   <E T="03">See Steel Wire Garment Hangers from China,</E> 90 FR 8716 (January 31, 2025). </FTNT> <HD SOURCE="HD1">Scope of the Order</HD> The merchandise subject to the <E T="03">Order</E> is steel wire garment hangers, fabricated from carbon steel wire, whether or not galvanized or painted, whether or not coated with latex or epoxy or similar gripping materials, and/or whether or not fashioned with paper covers or capes (with or without printing) and/or nonslip features such as saddles or tubes. These products may also be referred to by a commercial designation, such as shirt, suit, strut, caped, or latex (industrial) hangers. Specifically excluded from the scope of the order are wooden, plastic, and other garment hangers that are not made of steel wire. Also excluded from the scope of the order are chrome-plated steel wire garment hangers with a diameter of 3.4 mm or greater. The products subject to the order are currently classified under U.S. Harmonized Tariff Schedule (HTSUS) subheadings 7326.20.0020, 7323.99.9060, and 7323.99.9080. Although the HTSUS subheadings are provided for convenience and customs purposes, the written description of the merchandise is dispositive. <HD SOURCE="HD1">Continuation of the Order</HD> As a result of the determinations by Commerce and the ITC that revocation of the <E T="03">Order</E> would likely lead to continuation or recurrence of dumping, and material injury to an industry in the United States, pursuant to section 751(d)(2) of the Act, Commerce hereby orders the continuation of the <E T="03">Order.</E> U.S. Customs and Border Protection will continue to collect AD cash deposits for estimated antidumping duties at the rates in effect at the time of entry for all imports of subject merchandise. The effective date of the continuation of the <E T="03">Order</E> will be January 31, 2025. <SU>6</SU> <FTREF/> Pursuant to section 751(c)(2) of the Act and 19 CFR 351.218(c)(2), Commerce intends to initiate the next five-year review of the <E T="03">Order</E> not later than 30 days prior to the fifth anniversary of the effective date of this continuation. <FTNT> <SU>6</SU>   <E T="03">Id.</E> </FTNT> <HD SOURCE="HD1">Administrative Protective Order (APO)</HD> This notice also serves as the only reminder to parties subject to an APO of their responsibility concerning the return, destruction, or conversion to judicial protective order of proprietary information disclosed under APO in accordance with 19 CFR 351.305(a)(3). Timely written notification of the return or destruction of APO materials or conversion to judicial protective order is hereby requested.
